            Why is this goal important?

            Seconds and minutes count. The Sheriff’s Office Administration realizes that the emergency circumstance being reported to the 911 Operator actually began well before a patrol deputy is dispatched to the call. Therefore, a strong sense of urgency is necessary to meet the needs of the residents and visitors within the county landmass of over 150 square miles and 270 miles of roadways.

            The 911 Communications Center categorizes calls for service and sends them both by data and verbally in order to enhance response times and information in the five regions of the City. The priority order and geographic assignment distribution is developed to prioritize calls to 1) life, 2) injury, and 3) property. Where life and injury are at stake, getting law enforcement officers into the area of the disturbance by the most expeditious means allows the Sheriff’s Office to neutralize threats and restore a sense of safety to the families, homes and businesses in the community.

            When necessary, and based on the circumstances, the Sheriff’s Office provides assistance to and receives assistance from other law enforcement activities in the region, including adjoining county agencies. Other first responder agencies within the City include the Nevada Highway Patrol, Capital and Legislative Police, Washoe Tribal Police, as well as other state and local assist agencies.

            How is this goal measured?

            The 911 Emergency Communications Center acts as the information source for all public/government agencies, including Sheriff, Fire, Medical and Public Works. Within the Sheriff’s computer aided dispatch system are seven (7) priority levels; “Emergency” and “Priority 1 thru 6”. This management system allows dispatchers to place a call for service type into a predefined hierarchy and allocate available resources (patrols) to those calls that are most critical first, and if necessary, hold lower priority calls.

            The Sheriff has imposed a six (6) minute response time standard formula to track the overall response times of the department: 1) Time taken to receive the call, 2) Time taken to dispatch the call, 3) Time taken for the patrol to begin going to the call, and 4) Time taken to arrive at the scene of the call. This measure captures the time taken from the point the patrol is dispatched to the time the officer arrives on-scene at “Emergency” and “Priority 1” call types (combined). Measures 3 and 4 combined should be below 256 seconds. Generally, these calls present some element of threat to life or physical injury. Reporting mechanisms within the Sheriff’s Office provide that this data is entered and briefed monthly to the Sheriff.

            Since 911 processing of Sheriff, Fire, and Medical calls are all unique to each individual mission, call processing times are monitored internally, just as are Sheriff’s Priority 2-6, and not included in this measure.

            What progress are we making towards this goal?

            The Sheriff’s Administration periodically analyzes the volume of calls for service to each of the geographic regions of the City. If/when necessary, adjusting the boundaries of specific patrol regions is addressed to insure adequate resources are continually available. Balancing the volume to the area allows the department to continue to provide maximum service capabilities to the community needs, while continuing to confront life threatening emergencies within the standard established by the Sheriff. Based on future community growth and community priorities, it is likely that overall City budgetary decisions will impact future levels of Sheriff’s resources and the ability to maintain acceptable response times.
