            Why is this metric important?

            While recruitment and retention of good employees are critical to smooth city operations, we feel that we need to pay particular attention to the cost of employee benefits, especially healthcare costs.

            How is this metric measured?

            The metric takes into account annual expenses for medical, dental & vision benefits for active and retired employees.

            What progress are we making with this metric?

            In 2013 we had to reduce benefits to keep the overall increase below 10%. The City had a very poor loss ratio when the insurance company reviewed claims and premiums. In 2014, the decrease in overall expenses was due to adding a 4th tier of medical benefits allowing employees with children to choose a reduced premium instead of a family level premium.
